Why can't F1 cars be legalized in the streets?

Why not? Let some rich guy with a racing fantasy live his dreams. If Its because F1 cars go too fast, I dont see it as a valid reason as cars like bugatti veyron and lamborghini aventador can reach acceleration close to F1 cars and their top speed are even higher then the f1 cars.
